It's a cape, and a diaper!
From a double crochet, take your feet off the poles and drop your knees so that you have bent knees with your feet together.
From here, let go with your hands and swing yourself up so you can grab high on the poles with your hands. Spread your legs apart as you come up into a seated position so that the fabric wraps around your thighs as shown in the main photo.
